Italian national public research institute on VET, employment and social policies
Details about Expertise / Competences / Technologies
ISFOL reports to the Ministry of Labour and Social Policy and provides support to the central government and local
authorities. ISFOL also acts as in-house agency for the Ministry and is entrusted with the management of relevant
national contracts in its fields of expertise. In fact, since the 1990s, ISFOL has been providing technical assistance
(TA) to EU-funded programmes and initiatives (EMPLOYMENT and ADAPT Community Initiative Programmes (CIP);
EQUAL CIP and Leonardo da Vinci and Erasmus Plus).
At present, ISFOL is both the National Agency Erasmus Plus and Europass National Centre. The Institute is National
Evaluation Structure for the European Social Fund (ESF).
ISFOL is a member of the following European networks:
National Coordination Point for EQF (European Qualification Framework)
National Coordination Point for Europass
Co-ordinator of the ReferNet National Consortium
National Reference Point for Quality.
ISFOL implements in Italy the PIAAC survey (Programme for the International Assessment of Adult Competencies),
designed and coordinated by OECD and conducted in 33 countries. The Programme measures the key cognitive and
workplace skills needed for individuals to participate in society.
ISFOL is Local Contact Point for the Eurodesk Network and National Centre of Resources for Guidance.
ISFOL is a member of the national statistical system (SISTAN) and manages databases on legislation,
documentation & statistics in its core areas of expertise.
ISFOL also implements specific research activities on behalf of the Italian Parliament.
ISFOL scientific production includes The Annual Report on Employment and Training in Italy (Rapporto Isfol), The
Annual Report on Continuous Training (Rapporto sulla formazione continua) and an Annual Monitoring Report on the
Right/Duty to Education (Rapporto di monitoraggio per i giovani in diritto-dovere di istruzione) in co-operation
with the Italian Ministry of Labour.
ISFOL also implements:
- an Annual Monitoring Report on the effects of the reform of the labour market - Law 92/2012, Provisions
regarding the reform of the labour market with a view to growth
- an Annual Report on the implementation of the Law 104/1992, Framework Law for the Assistance, Social
Inclusion and Rights of People with Disabilities
- a Bi-annual Report on the implementation of the Law 68/1999, Provisions regarding the right to work for
people with disabilities
